Coverity: add additional annotation to jbig2_get_uint32(). Coverity thinks that jbig2_get_uint32() taints the buffer that it is passed, which causes coverity issues in calling code. So this commit adds an addional coverity annotation to ensure the buffer is not tainted. Am not 100% sure how to specify multiple annotations, but apparently doing things like '// coverity[ foo, bar ]' does not work, so we put the new annotation in a separate comment.
