Increase strength of AQ1. This patch greatly increase the strength of AQ1. Visual tests show strong gains on many clips but their is a big hit on psnr. SSIM is more mixed with some winners and losers. Change-Id: Idaa5d3b41d8576096bfa000b62bc531c3d8bf6a1
