use storage.googleapis for testdata download replace downloads.webmproject.org with the canonical storage.googleapis.com/... form. this appears less likely to fail when dealing with multiple concurrent connections. Change-Id: I0dcbd04df9e4057fa851f458b3ef7e3589f1f2f1
